I'm not sure if that would work because the registration would have to stay in my husband's name. Or is there anyway she can register it without the title? I'm pretty sure my husband got his new plates and registration without showing the title because Midwest had it. We live in Indiana if that is helpful at all. Any options, or information would be helpful.

I'd like to believe the mother could cosign the loan.

The other way would be to have her make payments, hang on to it and when there's enough - pay off the loan. Then give her the car and title.
